Under advanced regionalization, Morocco adopted in January 2026 law n°64.23 creating Regional Urban Planning and Housing Agencies. This reform marks a profound transformation of the Moroccan urban planning system.
Rather than isolated local structures, the new agencies are organized at the regional level. Each covers urban planning and housing missions across its administrative region, ensuring territorial coherence and governance modernization.
Adopted by the House of Representatives, it creates 12 regional agencies covering the entire national territory.

Preparation and revision of urban development master plans at the regional level.

The agency covers the entire administrative territory of the Souss-Massa region, including the following prefectures and provinces:
