The Urban Planning Information Note is an administrative document issued exclusively by the Urban Agency under Decree No. 2.18.577. It informs the applicant about the designated use of their land under current planning documents, including zoning, floor area ratio, maximum height, and access conditions.

Any interested party may request an Information Note when a planning document is approved. The file includes: ID, property certificate, cadastral plan, Lambert coordinates, and project description. Fee: 240 MAD. Processing time: 2 business days.

The Building Permit is a mandatory authorization issued by the Municipal Council President after binding opinion from the Urban Agency, under Law No. 12-90 on urbanism. An architect registered with the Professional Order is mandatory for all projects except rural buildings under 150 sqm.

The file includes: signed form, ID, property title, complete architectural plans, structural plans for buildings over 2 stories. Documents submitted digitally via the Rokhas platform. Review period: 30 days. Permit validity: 2 years.

The Subdivision Permit is governed by Law No. 25-90 on subdivisions. It covers any division of land into two or more lots intended for construction. The permit is issued by the Municipal Council President after a binding opinion from the Urban Agency.

The file includes: signed application, Land Registry certificate, topographic plan, design plans, specifications, and technical studies. Review period: one month. The developer cannot sell lots before provisional reception and has 3 years to complete infrastructure.

Land Parcellation (Morcellement) is governed by Articles 58-64 of Law No. 25-90. It covers any sale or partition dividing land into lots not intended for construction. It primarily concerns landowners dividing land for agricultural use or inheritance sharing.

The file includes: ID, property certificate, cadastral plan, urban planning note, and parcellation plan. The application is submitted via the Rokhas platform.

Works Reception takes place upon completion of construction or subdivision infrastructure works. It comprises provisional and final reception phases. For individual buildings, it leads to the occupancy permit or conformity certificate.

A commission including municipality, province, and Urban Agency representatives carries out the inspection within 45 days. Final reception occurs one year later. Without the permit, property titles cannot be split and public network connections cannot be finalized.

Urban Planning Studies are a founding mission of the Urban Agency. They encompass the preparation and evaluation of planning documents: the Master Urban Development Plan (SDAU, 25-year horizon), the Development Plan (PA), the Zoning Plan (PZ), and the Rural Agglomeration Development Plan (PDAR).

The preparation process includes territorial diagnosis, development options, public consultation, public inquiry, technical committee review, and regulatory approval. The Agency also conducts thematic studies for neighborhood restructuring and investment promotion.

Urban Derogation is an exceptional flexibility mechanism introduced by Circular No. 254 (1999) allowing adaptation of planning provisions for specific investment projects. Eligible: tourism, industrial, artisanal, service, and social housing projects. Excluded: public facility lands, green spaces, flood zones, and protected sites.

The file must include a detailed impact study. The two-stage process involves the Preparatory Technical Commission (CTP) at the Agency, then the Regional Investment Commission (CRUI). Granted derogations carry strict conditions monitored by the Agency.

Technical Assistance is a fundamental mission of the Urban Agency. It provides technical, architectural, and regulatory support to local authorities and public bodies in urbanism and territorial planning.

The Agency assists municipalities with: technical opinions, architectural advice, planning document preparation, authorization file review, and staff training. It also provides a geoportal and cartographic tools for accessing urban planning information, and promotes new territorial engineering for urban renewal and neighborhood rehabilitation.
