The Urban Agency of Agadir is a public institution endowed with legal personality and financial autonomy. It is managed by a Director and administered by a Board of Directors.
The Board of Directors comprises, under the presidency of the Prime Minister or the supervising Minister, representatives of the State, the walis and governors of the concerned provinces and prefectures, elected officials and presidents of professional chambers.
Date of creation: 23 March 2006 by decree no. 2-05-1374.

Since its establishment in 2006, the Urban Agency of Agadir has continuously worked to enhance the performance of its expertise in delivering services to citizens and partners in terms of efficiency, responsiveness, and transparency.
Today, the Agency is part of the national strategy for modernizing the administration through the implementation of a dematerialization policy for the services offered by our departments.
Digital communication has become an essential tool for disseminating information, exchanging ideas, and encouraging dialogue. It is with this objective in mind that the Agency has established its web portal as a platform for information and sharing.

The Urban Agency of Agadir is a public institution with legal personality and financial autonomy, placed under the supervision of the Ministry of Territorial Planning, Urban Development, Housing and City Policy.
Its missions and powers are defined by the Dahir constituting law no. 1.93.51 of September 10, 1993 establishing urban agencies.
Urban planning through the launch, monitoring and implementation of urban development documents, particularly development plans and development schemes.
Processing of construction projects, land divisions, housing groups and subdivisions.
Conducting studies necessary for the establishment of Urban Development Master Plans (SDAU) and monitoring their implementation.
Restructuring of informal housing and under-equipped neighborhoods.
Architectural assistance in rural areas and technical supervision of local authorities.
Participation in investment incentive and promotion processes.
Management of public land assets and urban monitoring.
Improving the quality of services provided to citizens by prioritizing transparency, digitalization, efficiency and accessibility.
The Urban Agency of Agadir ensures urban planning for its territorial jurisdiction by directing the preparation, monitoring and implementation of regulatory urban planning documents, particularly development plans, zoning plans and development plans. It programs development projects related to achieving the objectives defined by the master plans, while ensuring spatial coherence and balance between housing needs, public facilities and economic activities.
The Agency issues a binding opinion on all subdivision, residential group, subdivision and construction projects submitted for authorization within its territorial jurisdiction. It verifies the compliance of each file with the legislative and regulatory provisions in force, the approved urban planning documents and the applicable technical standards. The Agency also ensures monitoring of the compliance of ongoing works with the authorizations granted.
The Master Plan for Urban Development (SDAU) is a long-term strategic planning tool that defines the major orientations of spatial development at the inter-municipal scale. The Agency conducts the necessary studies for its preparation and ensures the monitoring of the implementation of the orientations defined therein, particularly regarding urbanization zones, structural road networks, green spaces, and economic activity zones.
Agadir Urban Agency conducts restructuring studies aimed at requalifying irregular urban fabrics and under-equipped neighborhoods lacking basic infrastructure and services. It develops restructuring plans that make it possible to regularize the urban situation of these sectors, facilitate the resumption of building permits, and program the necessary facilities.
The Agency deploys an architectural assistance program in rural areas aimed at supporting rural populations in their construction projects by providing architectural plans that comply with local specificities and applicable standards. Through Rural Urbanism Caravans, it reaches out to remote municipalities to strengthen local territorial engineering and define buildable perimeters.
The Agency plays the role of investment facilitator by ensuring accelerated processing of major projects, participating in regional and provincial investment commissions, and supporting public and private operators in the urban feasibility of their projects. It contributes to opening new areas for urbanization and programming economic, industrial, and tourism activity zones.
The Agency ensures the collection, processing and dissemination of all information relating to the urban development of the prefectures and provinces within its territorial jurisdiction, thus constituting a genuine urban observatory. It manages and updates cartographic funds and land records, and contributes to the establishment of land reserves for public facilities and development projects.
The Agency has committed to a comprehensive approach to continuous improvement of the quality of its services, materialized by obtaining ISO 9001 version 2015 certification. It has dematerialized all of its business processes and urban planning documents, accessible through an electronic portal offering online services such as electronic information notes, preliminary project review, filing and tracking of complaints, and urban consultation via the geoportal.
The territorial jurisdiction of the Urban Agency of Agadir covers the entire Souss-Massa region, comprising 175 municipalities of which 21 are urban and 154 are rural, over a total area of approximately 51,642 km².
