What is Urban Planning?

Urban planning enables the forecasting, supervision, guidance and control of urban and rural agglomeration growth through the preparation of planning documents. It is a fundamental tool for organizing the harmonious spatial development of the territory.

The Urban Agency of Agadir ensures the preparation, monitoring and implementation of urban planning documents covering the entire Souss-Massa region, in coordination with local authorities and state services.

Urban Planning Documents

The legal and technical instruments that govern territorial development

SDAU

Urban Development Master Plan

Strategic document setting general urban development orientations for an agglomeration. It coordinates interventions of the state, local authorities and public institutions.

Horizon: 25 years maximum
PA

Development Plan

Regulatory document defining land use rights at the municipal level: buildable zones, roads, green spaces, public facilities and easements.

Horizon: 10 years
PZ

Zoning Plan

Transitional document preserving the master plan orientations pending the development plan. It defines zone allocations and land use rules.

Validity: 2 years maximum
PD

Growth Plan

Planning document applicable to rural areas and emerging centers. It defines residential zones, economic activity areas, transport routes and public spaces.

Horizon: 6 years

Preparation Process

Steps for preparing and approving urban planning documents

Preliminary Studies

Territorial diagnosis, data collection, urban context analysis and identification of strategic territorial challenges.

Consultation & Technical Committees

Presentation of proposals to local and central technical committees, followed by consultation with elected officials, administrations and stakeholders.

Public Inquiry

The project is made available for one month at the municipal headquarters to collect citizen observations and claims.

Municipal Council Deliberation

Municipal councils have three months to examine the project, collected observations and issue their opinion.

Approval & Publication

Approval by ministerial decree or regulatory order, followed by Official Gazette publication. The document becomes enforceable against third parties.
